Last Call for the Friendship Radiosport Games


he city of Khabarovsk, in the Russian Far East, will once again host the Friendship Amateur Radio Games (FRG'04).  The first Games were held in Khabarovsk in 1989 following the signing of  the sister cites agreement between Portland and Khabarovsk. The radio games have since traveled to Portland, Victoria, BC, and Tokyo. The following is an edited text of the invitation to participate in the games.  Those of you have attended the Games in the past will recall the very wonderful hospitality provided by radio amateurs  from Khabarovsk.

From August 14 to 18, 2004, a consortium of entities including the City of Khabarovsk, FARS, and  agencies of the Russian government will be hosting the 8th International Radio Games between the sister cities: Khabarovsk (Russia),  Portland, OR (U.S.A.),  Victoria,
BC (Canada), Niigata (Japan), Harbin (China) and Buchon (South Korea).


The following radio sports events will be included into the Games: text telegraph key transmission, radio messages reception, pile-up, HF contest and fox hunting.

In order to prepare the visa papers, Russian amateur radio licenses and other necessary documents in due time, we are herewith asking you to send your applications for participation not later than June, 20, 2004.

The number of participants in the teams  representing each country is limited to 8 people.

Accommodations and meals will be provided by the Russian amateur radio operators families and host organizations.

The Games participation fee is $120.00, U.S.  Air Fare will probably be in the vicinity of  $1500.

Other activities include:
1.   Friendship competitions at bowling center
2.   Visit to target range, shooting from fire arms
3.   Visit to  Mikhail Zavarukhin's (RWØCN) farm and Sikachi-Alian Folk Village
4.   Visit to Russia-China border (the village of Kazakevichevo)
5.   Bolshe- Khekhtsyrsky National Park
6.   Friendship competition in billiards
7.   City tour. Tour to Baltika Beer Plant.
8.   Trip by yachts and boats down the Amur River, rest, lake fishing contest at the forest camp ground
9.   Wild Animals Rehabilitation Center. Ginseng Farm
      VHF personal contest
10.  Circus performance

Meeting and VE Session Announcement


mateur Radio Direction Finding in the international arena will be the program at our May General Meeting.  Dale Hunt, WB6BYU, will be sharing his expertise with us on the subject. The meeting starts at 7:30 p.m., Friday, May 21, in the auditorium on the lower level of  One Liberty Center, 650 N.E. Holladay Street, Portland, Oregon.  Please enter at the south side of the building.  Refreshments will be served.

BPL Contributions Still Sought


ow that the FCC has issued a Notice of Proposed Rulemaking to create a BPL Internet service on the power grid, it is even more imperative that we defend our spectrum.

PARC is encouraging contributions to the ARRL fund to help  the proposal, which threatens to flood the High Frequency spectrum with high noise levels while delivering Internet service via the power grid. This would render HF unusable for many amateur radio operators.

You can send contributions to the ARRL direct, or to PARC, where your donation will be combined with those from other members and an appropriation from the PARC treasury (see membership application form, page 7).
